The Centre for Higher Education Leadership and Policy Studies

The Centre for Higher Education Leadership and Policy Studies (CHELPS) represents the first and only higher education centre in Hong Kong building relationships with others in Mainland China, East Asia and worldwide. CHELPS is led by Executive Co-Directors, Professor Anatoly Oleksiyenko, Dr Suyan Pan and Dr Weiyan Xiong and draw on expertise in higher education studies from across The Education University of Hong Kong (EdUHK). CHELPS enhances the quality of research communication and collaborations while connecting scholars and innovative practitioners in the Greater Bay Area, Greater China, Asia, and the world. Our open access journals provide a platform for intellectual debate and exchange between higher education scholars worldwide.

The Centre's academic and development programmes include the Master of Arts in Global Higher Education from September 2024, an executive higher education leadership programme, a summer institute, and an intellectual leadership programme. CHELPS welcomes international scholars and institutional leaders eager to learn from Chinese and Asian experiences, as well as building stronger research networks in the field of regional and global higher education.

Join the 8th ChinaHE Conference: Bridges and Boundaries – China’s Global Higher Education Partnerships. Hosted by the Education University of Hong Kong on 6 March 2026, this landmark event brings together scholars, educators, policymakers, and practitioners to explore the evolution of international higher education collaborations involving China. Now in its eighth edition, the ChinaHE network's annual conference fosters critical dialogue on transnational education, partnerships, mobility, and transformative shifts in global higher education landscapes. Attend in person or online to engage with cutting-edge research and build connections across borders.

How can Ukrainian Scientists Abroad Contribute to Rebuilding Ukraine's Research and Higher Education System?

Dr Yevheniia Polishchuk from Kyiv National Economics University will share results of a nationwide study assessing the impact of the Ukrainian scientific diaspora on Ukraine’s recovery. Based on a survey of 300 Ukrainian scientists working abroad, her research explores the scholars' engagement, motivation, barriers to cooperation, and potential mechanisms for sustainable collaboration.
